Welcome to the new energy4policymakers website. This site has been produced under an E.U Co-funded Energy Project from the SAVE programme of DG TREN. The project was entitled ‘Awareness Programme for Policy Makers in Energy Efficiency in Low income housing’ (APPEEL). This project was on-going for 2 years and included partners from Ireland, United Kingdom Italy and Romania. The Project was co-ordinated by Cork County Energy Agency, Ireland. The other partners involved are as follows:

This project aimed to inform policy makers (primarily local representatives) about fuel poverty issues in the low-income housing sector, which they can then use to influence Local and National Policy. Special consideration was given to the social housing sector for which Local Authorities are responsible. Experience has shown us that education and training measures at the level of Local Authorities alone can lead to a reduction of energy consumption of up to 10% without any investment (Behavioural Measures). In our opinion the competence and capability of policy makers are of great importance for the improvement of energy efficiency and the environment at both Local and National level.
This website allows you follow the work of each partner within the 5 phases of the project and download any information you find useful. The website also shows a European wide perspective of fuel poverty and general housing condition from existing stock to new build. As part of the project each partner carried out extensive surveys in their regions, which show in real terms the condition of housing in these areas.
